Dashboard date controls and notification features

Relative dates update: The relative dates in date and date range pickers now include the current day. Error message improvement: Error messages for calculated measures now indicate that filter clauses are not supported. Publish notification feature: Dashboard authors can now send publish notifications when updating a dashboard.
