AUTO CDC APIs replace APPLY CHANGES

The new AUTO CDC APIs create flows that support change data feeds (CDF) in Lakeflow Spark Declarative Pipelines. Databricks recommends replacing usage of APPLY CHANGES APIs with AUTO CDC.
