Sharing metric views with OpenSharing is now generally available

Sharing metric views with OpenSharing is now generally available. Add metric views to a share and query them with MEASURE(...) on serverless compute. As a recipient, you read data and notebooks shared with you using the Databricks to Databricks OpenSharing protocol, where Databricks manages a secure connection for data sharing.
